Well, pack your bags and come to the Northwest Territories, Canada. One of the best and fastest immigration programs in Canada is now open again. Northwest Territories’ nominee program (NWT PNP) is open again with revised program criteria starting from November 10 to November 2025. I will attempt to explain the Northwest Territories nominee program, also known as the NWT PNP, and its eligibility requirements in detail in this blog. There are 3 significant changes that the government has introduced in recent news:

  • Eliminating the limits of application intake based on the size of the business.
  • Taking away the work permit expiry requirement.
  • Restoring previous work experience requirements.

What Is NWT PNP or Northwest Territories Nominee Program

NWT is a short term for the Northwest Territories in Canada, which is one of the 3 territories in Canada, and PNP stands for ‘Provincial Nominee Program’. With the combination of these two, it becomes the Northwest Territories Nominee Program. Every province in Canada has its economic requirements, and to fulfill those conditions, each province or territory nominates individuals as per the need.

To understand in simple words, provinces help with permanent residence with nomination certification. Some nominations are tied to Express Entry, called enhanced PNP’s, while some of the nominations are not tied to Express Entry profiles, they are called base PNP’s. For your better understanding, I will explain enhanced and base PNP’s in a separate article. So, NWT PNP is a nomination certificate given by the provincial/territorial government to individuals who will settle and contribute to the province’s economy.  There are various categories under which a person can obtain a provincial nomination, for example.

  • Business Immigration – this category is for foreign nationals who want to buy or start a business in NWT.
  • Francophone Stream – This category is specially for French speakers.
  •  Employer Driven Stream – this is the main category of this article, and the majority of the applications are processed under this stream.

Categories Of NWT PNP or Northwest Territories Nominee Program

This article is only on the employer-driven stream, which is further classified as

  •  Entry-level/ Semi-skilled PNP
  • Skilled worker PNP
  • Express Entry PNP

The first category includes entry-level or semi-skilled occupations, which are classified under TEER 4 and 5 (previously known as the National Occupation Classification – NOC). The second category pertains to skilled worker professions classified under the National Occupation Classification (NOC) TEER 0, 1, 2, or 3. The third category involves the Express Entry program, which is a federal initiative that allows skilled individuals to apply for expedited processing if they wish to work and reside in the NWT. This category is designated for occupations within the National Occupation Classification (NOC) TEER 0, 1, 2, or 3.

Eligibility Criteria for Northwest Territories Nominee Program

  1. Entry Level/Semi-skilled: Foreign nationals are required to possess a valid work permit and must have been employed in the same role with the employer for a full year to qualify. At the time of application, there must be evidence that the foreign national meets a minimum language standard that allows for effective communication in either English or French, along with proof of testing to be submitted.

2. Skilled Worker Eligibility: Foreign nationals must be able to prove they have the education, training, and experience necessary to meet the requirements of the job description in order to be qualified. A valid work permit and one (1) year of full-time experience in the same or a related occupation during the previous ten years are prerequisites for the skilled worker. To make sure the foreign national can converse in French or English, there is a minimal language requirement. This condition must be satisfied at the time of application, and evidence of testing must be submitted.
 
3. Express Entry: This category will provide an additional 600 points to the applicant, and the following criteria must be fulfilled by a foreign national. 

  • Accepted into Express Entry Pool.
  • Have a valid Job Seeker Validation Code.
  • Have a full-time 1-year relevant experience in a similar role in the last 10 years.
  • Meet language criteria.
  • Should not be a refugee claimant.

Documentations Overview

There are some important documents needed both for an applicant and the employer to qualify for the Northwest Territories Nominee Program, as mentioned below:

1. Employer and nominee application forms.

2. Proof of registration and  establishment for an employer (business license, etc.).

3. Employment contract/s.

4. Pay stub and Timesheet entries.

5. Proof of LMIA or proof of advertisement.

6. Nominees certified true copy of a work permit.

7. Copy of a nominee’s passport.

8. A Birth certificate copy of a nominee (translated in English).

9. Copy of educational documentation and language score.

10. Last 3 months’ bank statements.

Recent Changes

There are 3 recent changes to the Northwest Territories nominee program. Before that, businesses were limited to nominating only a certain number of employees, and now, there is no limit for a business, which means businesses can nominate more workers. Applicants with a valid work permit who satisfy all other qualifying requirements may now apply under the updated guidelines, regardless of when their work permit expires.

The work experience requirements from 2024 and before will be applied again to the NWT Express Entry and Skilled Worker streams. To be considered for a position, candidates must have worked full-time for at least a year in the same or a related field within the previous ten years. Various employers may have provided this experience. 

The rest of 2025 will see these modifications stay in effect.

Why Is This The Best Time To Apply ?

This is the best time to apply to the Northwest Territories Nominee Program, because the limit for the businesses to nominate has been lifted, and now more files can be submitted for PNP nominations. Also, there are no work permit expiry conditions, which were there before, and importantly, 1 year of work experience from the last 10 years can be counted for this nomination.
